FCC Announces CORES Email Requirement
On Tuesday, June 22, 2021, the FCC released a Report and Order (“R&O”) in the Amendment of Part 1 of the Commission’s Rules, Concerning Practice and Procedure, Amendment of CORES Registration System (MD Docket No. 10-234) proceeding. The R&O implements the following changes:
- Email Address: The R&O amends § 1.8002(b) of the FCC’s rules and requires entities and individuals conducting business with the Commission to provide an email address when they register for FRNs, and to keep the email information current. With the adoption of this requirement, the FCC plans to finalize its shift from U.S. Postal Service delivery to electronic delivery of notices and other CORES correspondence.
- Retirement of Legacy CORES: After this rule revision goes into effect, the R&O directs the Office of Managing Director (“OMD”) to announce by public notice the end date for access to Legacy CORES. As a reminder, the FCC released a new version of CORES in 2016 which requires users to provide an email address, however, users without an email address have been able to use Legacy CORES. After Legacy CORES is retired, all users will be required to use new CORES.
The FCC encourages any new and current registrant to use the new CORES as soon as possible. After Legacy CORES is retired, however, OMD may allow users to continue to use their FRN without an associated valid email address for a limited period while ensuring all users comply with the rule changes.
The R&O will be effective 30 days after publication in the Federal Register and the associated rule changes will be effective following OMB approval.
